The argument for banning fully autonomous lethal drones has moved from abstract ethics seminars into the center of international diplomacy. In May 2025, an unprecedented round of United Nations consultations put that moral alarm front and center when Secretary-General António Guterres publicly called for a global prohibition on lethal autonomous weapon systems, arguing that machines should not be allowed to make life or death decisions without human oversight.

Yet the political geometry of the debate explains why a straightforward ban looks unlikely. Governments that are actively fielding or investing in advanced AI-enabled systems have practical reasons to resist blanket prohibitions. From a policy perspective, the conversation is fractal. On one level the UN and campaigners press for a two-tier approach: firm prohibitions on systems that can select and attack people without meaningful human control, paired with strict rules and transparency for less risky automation. On another level, states that see autonomy as a force multiplier resist constraints that might undercut deterrence or battlefield effectiveness. That division is mirrored inside major capitals. Even where lawmakers and human rights advocates push for clarity, defence establishments are building capabilities and arguing that certain autonomous features could, if regulated, reduce civilian harm. The result is a slow, contested tug-of-war: diplomats, campaigners, and legal experts call for speed and binding rules, while militaries and tech strategists lobby for latitude, testing, and incremental oversight. There are practical risks to both impulses. A hurried, ill-defined ban could push development underground or drive adaptation to ambiguous workarounds. Conversely, indefinite reliance on voluntary standards risks normalizing systems that erode accountability and accelerate proliferation to state and non-state actors alike. So where does that leave policymakers who want results rather than rhetoric? The most realistic path is incremental and politically smart: negotiate a focused ban on a narrow class of systems that plainly remove human decision-making from lethal force, while simultaneously building a treaty architecture that mandates transparency, export controls, and operational safeguards for other autonomy-enabled platforms. Campaigners have argued for exactly this two-track model, and diplomats at Geneva and New York signalled some convergence on that approach even in May.
The geopolitical risk is that the window for constructive rules is closing. Autonomy technologies are getting cheaper and easier to deploy, widening the pool of potential proliferators. The harder question is not whether we can write rules. The harder question is whether the major powers can accept constraints that others will follow and enforce. If the answer is no, the world will add a new layer of volatility to already volatile theatres of war. If the answer is yes, we may yet lock in guardrails that protect civilians and keep human agency at the center of violence decision-making. The debate is no longer theoretical and it will not wait long.
