When I first asked a frontline drone operator in eastern Ukraine about the new software his team had begun using, he shrugged and said, “It helps us find the tank when the sky goes quiet.” That reply captured the moral squeeze at the centre of Ukraine’s rush to field artificial intelligence in the kill chain. For soldiers facing an existential invasion, speed and survival are urgent. For ethicists and humanitarian lawyers, the introduction of machine speed into decisions of life and death raises questions that cannot be deferred.
By mid 2024 a sprawling ecosystem of Ukrainian startups and foreign suppliers had produced a wide range of AI-enabled systems for reconnaissance, target recognition, swarm coordination, and last-mile guidance for strike drones. The surge was not academic. Dozens of companies were working on solutions precisely because electronic warfare and jamming were degrading manual control, and AI offered a way to complete missions when human links were severed.
That operational fact helps explain why the technology moved fast. But rapid deployment changes the ethical calculus. Autonomy can mean different things in practice, from an algorithm that highlights candidate targets for a human to review, to a module that takes over flight and terminal guidance if a controller is jammed, to the much harder case where a platform selects and engages a human target without timely human intervention. Some developers and vendors in this space publicly describe systems that range across that spectrum. In several public accounts, firms and analysts have even suggested that small numbers of drones have been used in highly automated modes where the human role is minimal or post hoc.
Those operational contours collide with long standing principles of international humanitarian law, for example distinction and proportionality, which require parties to a conflict to identify lawful military targets and to assess civilian harm against military advantage. Algorithms trained on imagery or sensor signatures will always face edge cases where visual ambiguity, occlusion, or poor sensors make reliable distinction difficult. When a machine misclassifies, or when a human operator over-relies on a suggested target because the system is authoritative, the consequences can be catastrophic for civilians. The debate is not only theoretical. International institutions and civil society have repeatedly urged states to retain meaningful human control over use of lethal force, and to develop binding rules that constrain autonomous targeting.
Another, and underappreciated, ethical risk is accountability. Modern targeting pipelines are a woven fabric of sensors, commercial satellite feeds, open-source intelligence, private analytics platforms, and local operators. Leaders of companies involved in this space have acknowledged the complexity of tracing where a targeting decision originated and who was legally and ethically responsible for it. When private software becomes a force multiplier on the battlefield, the line between state action and vendor support blurs. That diffusion of responsibility undermines both justice for wrongful strikes and public trust in the institutions conducting warfare.
Proliferation risk must also be part of the ethical ledger. Low-cost AI modules and commodity compute make it easier to add autonomy to cheap loitering munitions and FPV strike systems. Once these capabilities are normalized in an active war, they are hard to contain. Other state actors, and non-state groups, watch and learn. The spread of relatively simple but lethal AI-enabled tools could lower the threshold to deploy violence, and could put sophisticated lethal capability in the hands of actors with neither robust legal oversight nor adherence to humanitarian norms. The international community has warned about this dynamic for years, and the warning is more acute when the technology is tested and mass-produced during a protracted conflict.
Defenders of rapid AI adoption had a forceful case in the Ukrainian context. When human links are lost to jamming and when thousands of targets must be discriminated rapidly across a thousand-kilometre front, automation can reduce operator workload and improve mission success. Proponents argue that augmented workflows, where AI proposes targets and humans retain veto authority, can be both effective and legally defensible. The moral tightrope is whether those workflows are enforced under pressure, and whether human oversight remains meaningful rather than nominal.
There are practical steps Ukraine, partners, and industry could take immediately that would lessen the ethical harms without ceding battlefield advantage. First, mandate auditable, explainable pipelines for targeting decisions where AI plays any role, including data provenance and a tamper-evident log of human actions. Second, limit the operational domain of systems that operate with reduced human oversight to contexts where civilians are demonstrably absent and where sensor fidelity and environmental predictability meet strict thresholds. Third, require pre-deployment validation trials and red-team testing under realistic battlefield conditions, with public summaries of error rates and limitations. Fourth, enshrine procurement conditions that require vendors to certify that their systems include safe-fail modes, remote deactivation, and traceability. Finally, support international diplomacy that produces binding norms, not only voluntary guidelines, to prevent a technology treadmill where each side feels compelled to automate further because the other did. These are not tech-fantasy prescriptions. They are governance measures that could be operationalized now.
There is another ethical dimension that is easy to overlook until you hear it in a quiet briefing room: the psychological and political effect of delegating kill decisions to machines. The faster the kill chain, and the more it is mediated by opaque models, the harder it is for commanders to wrestle with moral complexity. Killing becomes an output of a system, not the result of a chain of humanly comprehensible judgments. That intellectual and moral abdication, even if born of strategic necessity, has downstream consequences for military culture, for civil oversight after the war, and for how societies reckon with loss.
Ukraine stands at a hard, honest crossroads. Its scientists and startups have made remarkable technical gains while the country fights for survival. The international community has acknowledged both the legitimacy of national defence and the urgency of preventing machine-led harm. Balancing those obligations will require transparency, legal clarity, and moral courage. If Kyiv and its partners treat AI targeting as merely another efficiency problem, the result will be more than a tactical evolution. It will be a redefinition of who makes life and death decisions in war, and that choice will echo long after the guns fall silent.
